Mark Smith has more than forty years of legislative, budget and regulatory experience working
with the Virginia General Assembly in a variety of subject areas, including higher education,
health, k-12, personnel, procurement, capital construction, public safety and transportation.
During his career he was responsible for developing and executing legislative and budget
strategies for a number of state agencies at the local, state and federal level, including twenty
years with Virginia Commonwealth University and 10 years with George Mason University. He
is currently serving at the Transition Director for Lieutenant Governor-elect Ghazala Hashmi.
Over the past two General Assembly sessions, Mark has represented the Virginia Society of
Clinical Social Workers and the Greater Washington Society of Clinical Social Workers.
Earlier in his career, he served in the Office of the Secretary of Transportation & Public Safety
and the Office of the Secretary of Education. He earned a Bachelor of Science and a Masters
degree in Public Administration from Virginia Commonwealth University. Mark retired from the
Commonwealth in December, 2023.

August 2013.
